WINS replication issue

Dear All,
our 2 wins servers (W2K3) which are both defined as PUSH/PULL partners for each other seem not to replicate with 100% accuracy.
E.g. while the expired dates on tombstoned entries on WINS server 1 lie far in the past (like March 2008) the expired dates for the same tombstoned entries are in 2 or 3 weeks on the other WINS server.
And some entries which exist as Active on Wins server 1 don't appear at all on WINS server 2 even after a manual trigger of the replication and a few mintues of waiting patiently... What could we do to resolve this issue ?
Delete all entries on 1 WINS server and then have the other WINS server containing the entries PUSH its records to it ??
Thanks for any hint which leads to the solution of this tricky issue.

Short of networking related issues have you tried;

1. Changing the push/pull relationships to allow only pull from the WINS server that has the most up to date list

2. Check the version numbers of your WINS entries to see if they are consistent

Although I haven't used WINS in awhile, usually most problems can be found defined in this article
