Wins Problems connectin with RAS

I have another problem.
I think my wins is not working properly or my ras.
If I connect from the lan I can see the network. But if I connect with RAS I can check my email I can ping any server.
I can see the servers share by using run and \\name of the server.
If I go to the network neighborhood I cannot see anything.
If I use pcanywhere and from the server I can ping my laptop.I try the ip I get from the RAS.
If I try to ping witn my PCs name it does not work.

is the wins server configured in your Laptop or if you are using DHCP, in your DHCP Server?

thanks you for answering.

I am using static address but all of our users in that site is using DHCP.
I put my laptop to use dhcp an it did not work.
we have 5 sites two of those are not working.they are new isntallations.
we have one PDC and 4 BDC and the wins on the PDCs are pointin to them selfs since they are win server.
we are also using RAS on the same servers les on the PDC.
one site is connected with frame relay and the other is connected with ADSL.
