Hmmm i had that too when i upgraded the server at work to winroute 5.
I had been trying pptp and l2tp connections for a while but nothing worked. I was trying to connect two internal subnets (two branch offices), seperated by the internet, together thru a vpn connection.
The microsoft knowledgebase can help a lot.
Check out the possibilities of IPSec policies in win2k/XP and if it suits your needs. IPSec is the safest way of making vpn connections.
Anyways, i managed to get IPSec policy working, and it works great. Automatic connection, no dialers. Simply great :)
One advice tho...with win2k machines you definately need service pack 4 to make it work (took me a month to figure it out why it wouldnt work at first, i was using SP3)

i might not have the exact answer for you, but i hope this info helps you a bit.

good luck.
