I have user's who cant start a clipper 5.3 compile and blink 6.0 link application. They get an winoldapp resident application running. They have to reboot the machine to get the application started. Any one has an idea whta this winoldapp is for and how to fix this problem ???

Check out this link to see if this is the source of your problem. I run the programs you have mentioned in your post on one of my development machines and do not have the problems you have indicated. A search of the registry on that machine per the attached article turned up no reference to the affected registry key in the attached link article.
It is worth a try to see if that is the source of your gremlin.
