WinINSTALL problem

I am running Win XP workstations from Win 2000 server. Recently, a problem has arose with the MS Office application on certain workstations. It boots then gives the error message that it is not installed for the current user, run setup to install the application. This does not effect every workstation, and a reboot retifiys the problem. Any ideas what could be causing it, and any suggestions how to fix it would be gratefully recieved.
The event log gives the error message, the group policy client side extension Software Installation failed to execute.
 
With XP and 2000 clients I have tended to build the client using only one profile, usually the domain administrator. I have installed and customised the applications whilst on the client as this user and then copied the profile to the default user's profile.

This prevents products like MS Office attempting to rerun setup when a new user logs in to the client.
