Windows98 not recognizing mouse by any means

I recently reinstalled Windows98 on an older computer, but now it will not recognize the mouse. I've tried using the serial port, the PS/2 port, adding it manually and, of coarse, having Windows search for it, but nothing works. Is there anything I am overlooking?
