Windows XP strange boot up

This is kind of strange. I installed Windows XP Pro on a new hard drive, I updated it to SP2 and now when I rebooted it it comes up with thin color lines down and accross the desktop. I cannot see most of the desktop screen. I would appreciate if someone can explain what happened.

How does it look in Safe Mode (hit F8 right after the BIOS POST messages to get to the BOOT MENU where you can choose the SAFE MODE)?

the video driver may have gotten scrambled...

From Safe Mode, go to the Device Manager and try uninstalling the Display Adapter, reboot and let Windows rediscover it, if it does not, re-install it from the manufacturer's driver CD, or download the most current driver from the manufacturer's web site.

How old is the Monitor, do you have another one that you can try?
