Windows XP states HHD is smaller than it is

I just built a new pc, with a Intel Motherboard (MB) and Process, both are brand new. I also bought a brand new 160GB SATA Hard Disk Drive. The MB is SATA compatible and detects that the HDD is a 160GB drive. Yet with my new windows XP disk I can only partition 138GB worth of the HDD. Anyone know why?
