Windows XP SP3 screen saver password protect not working

I have Windows XP Service Pack 3 and I've set the screensaver to be on password protect mode by clicking "on resume password protect" box but when it goes to screen saver it lets me access the desktop again without typing in a password. How do I change this? I have Magic Jack running in the background when I leave the computer.

This isn't Windows Server 2003 related. Suggest you post in Windows XP area.
