Windows XP/SP3 login problem

A new question - or at least one that I can't find on this forum.

Have a machine with XP pro and latest SP - domain and/or workstation admins can log on without problem, but regular user can't. When a regular user logs on, the screen becomes blue with a mouse arrow that moves with mouse movement. Nothing else happens. Have tried removing user credentials from registry and user list. Have tired new regular user with no previous association with the machine. ??

Problem resolved - updated system to Windows 7.
