Windows XP Slow Logon

I have seen the fix for this to concern going into the MMC, adding the group policy snap-in. Then opening it up to Computer Configuration..>Administrative Templates..>Logon.. and changing the item in there that says "Always wait for the network at computer startup and logon" to ENABLED. Now here is my problem. That item in Windows 2000 server does not exist. I am told that it is an XP template and will only work on XP computers which makes changing it good in that it will not affect win2k clients. So how does one import or add that Quoted template in. Where does one get it and how to you add it.

P.S. I have tried all else like the Netbios change in WINs tab on TCP_IP and DNS changes like crazy but no luck.
