There can be many reasons for this type of behaviour. Some additional information would be very helpful:
- what are the specs of the computer, especially amount of memory?
- if you go into safe mode, do you have similar problems?
- have you done a scan for viruses and malware?
- did this just suddenly start happening or has it been developing gradually?

Use the msconfig console, disable all at-boot programs, shutdown and restar, if the time is much shorter, contimue going to msconfig adding programs back slowly until you find the problem program.

Do the muffin man said and use MalwareByte's anti-malware to do the scanning.
If:
You DO have enough memory
The system is not infected (as proven with MBAM scan)
It shuts down better in safe mode
You've cleaned all the temp files with CCleaner
