Windows XP Pro - Accessing Registry Problem

When I click on regedit in the 'run' box I receive the message 'Registry editing has been disabled by your administrator' - (I am the administrator)
I have run several anti virus programs but they confirm my pc is 'clean'.
Any suggestions to resolve this issue would be appreciated
