Windows xp & Netscape

I am using Netscape in a windows xp domain environment.When anyone who has admin priviledges clicks the icon,it doesnt prompt for a new profile (which is how I want it), when students or teachers log on (I work for a school district)it always prompts for a profile and after completing the profile, it will not start the program. Without granting everyone admin priv.,How do I fix this?
