Ok techies:
- Formatted XP Media hard drive
- Reinstalled XP Media successfully
- Ripped a CD collection into iTunes
- After the disc was found a day later, attempted to install the missing drivers, and mistakenly selected the "controller" drivers to be installed. After a minute the mouse and keyboard were not responding.
- Hard booted the CPU. Tested the keyboard by selecting "F12" and going into the boot sequence with success.
- Once the PC was fully booted, the keyboard and PC no longer responded.

The only reason I'm troubleshooting is to keep from re-ripping the CD's. Should troubleshooting be bypassed and just reformat?

First, since you can get into the BIOS Setup, I am thinking that the BIOS setting for USB LEGACY Support is turned OFF, reenable this, ie. set it to ON...

The above is assuming that you have USB KEYBOARD and MOUSE...

Second, how does the PC respond in SAFEMODE? You could always deinstall the DRIVERS (ie. do a driver rollback), you had advertantly installed there...
