Windows XP keeps on rebooting?

My computer keeps on rebooting when I try to log in as a user.

I replaced the video card since there was lots of dust in it and fan stopped spinning.

After replacing the video card problem persists so I thought it might be windows xp itself. I formatted the drive and tries to re-install the windows.
It formats fine and then copies the files as well. But when it reboots and you get another screen in bottom where it says how much time it will takes to install the windows. After couples of minutes while it is there it reboots.

It keeps on rebooting no matter what and I can't install the windows as well.

Motherboard: Asus P4p800- deluxe
VGA Video Card.

When computer boots up it comes up with bios not installed?
I can still go to bios and make changes but messages comes up whenever I reboot.

Any suggestions?

In the BIOS, reset the CMOS, e.g. F5 - LOAD DEFAULT SETTINGS then F10 to SAVE & QUIT, then attempt to reinstall windows...

if that brings no remedy, then remove all cards and devices, except the GFX Card, RAM, DVD / CD drive, HDD and powersupply, then attempt to install...

run a Memtest on the system to determine if the RAM is at fault...

run HDD Diagnostic software on the HDD, to see if it at fault...

Only ask questions with yes/no answers if you want "yes" or "no"
 
And if it still faults after you've checked the points that Ben listed above, try changing the PSU for a known good one with an equal to or better power (Watts) rating...

^^^^ Those boys have it covered 100% correctly, though trying the power supply FIRST might be my game plan IF you have one handy.
