Windows XP Display missing Tabs.

How can I restore missing tabs in the window: Start --> Settings --> Control Panel --> Display? There are only two tabs. It is not possible now to set, for example, the background.

I believe that this may have been done by malware that did not want me to change a fake 'blue screen of death' that had been installed.

Does anyone know how these tabs are added and removed?
