Windows won't save passwords (owner/admin)

I had posted before thinking it was an IE6 problem as that is where my passwords won't be remembered. Someone suggested I set up another user with admin status - I did and indeed when I login as that user, my passwords ARE saved. But logging in under this secondary user, some of my programs do not work correctly.

Does anyone know a way for the owner/admin account to save passwords just like secondary accounts do?
