Windows will not shut down

Hi!I am having a problem since i installed service pack 1a
When i go to shutdown or restart sometimes the computer
will not do it.I have norton and the icon by my clock dissapears but the desktop is still functional.This happens 4to 5 times a week.No pattern to it.Have all the latest updates and hot fixes.You can see in event viewer under system it says"The attempt to shutdown failed"
Also another question.In any folder the heading up on the top of the toolbar that say FILE,EDIT,VIEW,FAVORITES,TOOLS
and HELP,is there anyway to remove the FAVORITES from the folders.I have a young son and this is in all folders.He can go to any Favorite from any folder.THANK YOU IN ADVANCE[BLUSH]

To begin, select Start | Run and launch the Registry Editor by typing Regedit.exe in the Open text box. Once you have the Registry Editor up and running, locate and double-click on the key HKEY_CURRENT_USER. When the subtree is visible, open each of the following subtrees in succession:

Control Panel
Desktop

Once you open the Desktop key, scroll through the values in that key until you locate the WaitToKillAppTimeout value. Double-click on it to open the Edit String dialog box. The default value in this dialog box is 20000, which is 20 seconds expressed in milliseconds. Once you change the value, click OK, close the Registry Editor, and then restart the system.

I suggest starting with a five-second increase change and then testing the shutdown procedure to see if this gives the process enough time to properly shut down. If not, try increasing it by two-second intervals until you find a time-out value that works.

There can be other issues for shutdown:


For the Toolbard "Favorites" issue, click View, Toolbars, Customize, and remove the Favorites entry.
 
What File System are you using? With NTFS you can set permissions as to who accesses the Favorites Folder. The Favorites folder is found in each individual users Documents and Settings folder. Have you set up individual users on your computer, or do you just use one for everybody? You will have better security if you have separate users.

I am not sure how you could scrub it from Top Line of an Explorer window. Those six headings seem to be programmed into Explorer.
 
For Explorer you go view, Toolbars, Customize, and remove Favorites by highlighting it in the left panel and click to remove it.
 
I meant, highlight it in the right panel, and click remove.
