windows will not let me format drive c

i installed winxp and now for some reason it always tell me that i'm low on discspace.to solve the problem i decided to format drive c to get a fresh start.but i get the message that windows won't allow it.CAN SOMEONE PLEASE HELP ME.
 
Think you are running up against the new way to keep you from shooting yourself in the foot. Your C: is the boot drive and if you format it it won't boot.
Try it from a boot floppy.

If you're reinstalling XP - just boot from XP install CD - its got its own partitioning tools - will let you remove exisiting and create new.

Obviously you need to backup before starting this or Ed's suggesting of using a boot floppy (where you can use fdisk to remove partition - or if its fat32, just format to reformat it).
