Windows Vista keeps blocking Pervasive.SQL v9.5.077.002

I have installed Pervasive.SQL WGE v9.5 on a workstation running Windows Vista and after about a week Pervasive.SQL wouldn't launch. I uninstalled and re-installed Pervasive.SQL and had it running for another week after which it refuses to launch. This is despite having responded to "Unblock" prompt during installation.

I have heard that Windows Vista is very security conscious and requires that only "true" administrators should do the installation. Is there perhaps a tweak that I can invoke to bypass or reslove this problem?

Ideally you should upgrade to PSQL v10 for full Vista support.

P_SQL Error 3012:
Local engine is not accessible to the Microkernel router.
C:\FIADMIN\FIFORM.DAT

Is there anything in the PVSW.LOG?
Can you restart the engine (rather than reinstall) to resolve the error?
