Windows Vista Firewall cannot be started

Windows Vista's built-in firewall stops working after workstation joined domain.
Our domain controller is a Windows 2000 server.
The workstation has a fresh install of Vista business. Windows firewall runs ok when PC is at workstation mode but after joining domain and rebooted...Windows FW cannot be started.
What may be causing this? is their a known fix for this?
 
Are you sure that there is not a Group Policy disabling Windows Firewall? Check the 'Resultant Set of Policy' by pulling up a command prompt and typing rsop.msc. Check under Computer Configuration\Administrative Templates\Network\Network Connections\Windows Firewall and see if Windows Firewall is disabled under Domain Profile and Standard Profile.

right now my Windows Vista Busines PC is in workstation mode, i did rsop.msc...from the cmd prompt...it opened a window "resultant set of policy"...I did see Computer Configuration...but i do not see "Administrative Templates\Network\Network Connections\Windows Firewall"

under computer configuration, there are only two main menus : Software Settings and Window Settings

 
What does 'Resultant Set of Policy' (rsop.msc) show when the machine is joined to the domain?
