Windows using file message on shutdown

On several XP pro PC's now we have had a problem where on selecting shutdown (or logoff or restart or the power button, ....) a message box pops up saying "Windows is using a file please wait" with an OK option. Hit ok and it goes back to windows main desktop (There aren't any processes running in task manager). Even if you try it the next day the same error appears, windows seems to work fine (although I don't want to leave PC's booted up constantly). The only way to down the machine is to pull the power cord out the back. The error then stops and the PC seems to be fine.

Is there anything I can do to stop this happening as I'm sure my solution isn't ideal!!

FYI They are standard PC's i.e. no USB, serial or parallel devices no CD writers. On a Novell 4.11 network. And were set up the same as countless others with the same spec.
