Windows Update - Network Resource Hog

On Windows XP, whenever I went to Microsoft Update and ran updates, everything went fine.
On Vista, when I ran updates - everyone else on the network complained about the Internet slowing to a crawl.

I thought the problem would not exist on 7, but again - running updates is causing people to complain about a slow internet.

I have done numerous machines going back and forth from Vista and XP and every time I do Vista/7 updates I get complaints - XP nobody notices.

Note: this does not happen if I allow the updates to download in the background, only if I force them to download.

Just curious, has anybody else experienced this? Is there a fix, or setting to change?
 
Some larger updates like installing the Service Pack, or a new browser, might cause a bit of a slow down due to their size and complexity, but most other updates in my experience just happen without too much notice.

I have my Windows Updates set to notify me when they are available but not to automatically download.
