Windows Terminal service - Msoffice control

Hi,

My office currently using the Windows terminal services Win2k3 with thin client. There are total 40 cocurrent rdp connection. My problem is we only have 20 user license for the MSoffice. Anyway I can block the MSoffice once it reach the maximum license. Under the Citrix, it can control through the publish application. For the RDP, is it possible to do something like Citrix ?
