We run Remote Desktop for almost everything, but need to join all school lab PC's to the domain, so we can apply a GPO for security settings. When a user logs in to the PC that is newly joined to the domain, it brings down all of their user settings from the server, including the desktop. When they log off you can see the synchronization process run. We disabled the service on the PC, but it still is bringing info down from the server (I am being told this). What do I need to change or add to a GPO that will prevent this? We don't want any profiles, or settings to come down from the server, outside of the security settings we apply.

Stop using roaming profiles if you don't want them bringing profile settings down from the Server. Remove the profile path from the user properties in AD. Then they will only log on to the computers with a Local Profile rather than pulling the profile from the Server. You can also disable roaming profiles by GPO by configuring the "Only allow local user profiles" and "Prevent Roaming Profile changes from propagating to the server" policies. See the below article for more information.

Actually, our profile field is empty in user properties, and terminal server profiles are set to mandatory.

I will look over the link to see what I can learn.
