windows start up problems

how do I keep MSMSGS from putting itself back into the Start Up Group items when Windows loads? My computer starts in safe mode when MSMSGS is included in Start Up Group Items. I keep unchecking it in msconfig,and then can restart and the computer comes on normally but, as soon as I open Outlook Express it installs itself again.
Any ideas?
