windows socket error (10048) on API 'bind'

It keeps popping up, and I don't know how to make it leave.
What can I do?
I 've already tried to search 'shellapi.exe' and delete it, but there is no file on mu P.C. with such a name
 
Check your available resources by right-clicking My Computer; clicking Properties; Click the Performance tab. Resources available are displayed as percent there at top. Check it when you get done running the System Configuration Utility mentioned below.

Click the Start button; Run; type 'msconfig', without the quoatation marks, in the Run box and click OK; Then click the Startup tab; Uncheck anything you don't need running in the background. For reference on what's not needed running in the background in the System Configuration Utility, view this website first and print out the list:

Use System Restore to roll your computer back to a date to before when your computer worked right. Before the error(s) started occuring.

To start System Restore, click Start, point to Programs, point to Accessories, point to System Tools, and then click System Restore. Or, in the Help and Support main screen, click Use System Restore under Fix a problem.
 
Am I correct in thinking you have DSL/Cable? If so, you are connected as soon as you turn on your Computer and do not need to "connect or sign-on" anywhere, to get Internet access.
Check your msconfig and Shellapi.exe will
activated several times. By clicking 2 off all but one and after a reboot this problem was should be solved.
