I have a service that does not restart successfully maybe once a month. When checking out the event viewer I see a message that looks like this

Maximum application restarts exceeded for "perl.exe program.bat", max = 0

I have looked online but it has been of very little help.

What exactly does this message mean (other than the obvious) and what can I do to prevent this from happening again.

If you are sure this is associated to your service, it sounds like exactly what it indicates, a maximum threshold has been reached. Have you considered contacting the vendor/developer for this application service?
 
My team is the developer. Going though the code I cannot find any issues but it does only happen once in a great while so tracking a bug is like finding a needle in a stack of needles. My guess is that it may be a bug in the OS, but honestly cannot verify this 1 way or another.

This is the message i get when the process stops.

The monitored application "perl.exe program.bat" has stopped with exit code -1073741819
