Does anyone know if there is some software that will allow me to create multiple web sites on my pc without using virtual directories?

If you set IIS up on windows xp or 2000 you just need to add folders to the c:\inetpub\ folder
They will then show up as

But wouldn't the following include attempt to find the include in the folder?
<!--#include virtual="/includes/mastheadLinks.asp"-->
<!--#include virtual="/includes/mastheadLinks.asp"-->

That is exactly what we are trying to avoid. Once on the live site, <!--#include virtual="/new/includes/mastheadLinks.asp"--> doesn't exist.

That will not help with trying to include a file. The include is processed before the asp part of the page.

Not sure if you are using .NET, if so, you can create a user control, and this won't be an issue.
