Windows server 2016 for file servers

Currently we use several WIndows server 2008 file servers for our phones to grab firmware and back themselves up to. Win 2008 is at end of support and I have been tasked to replace the 2008 servers with 2016 servers.
I have tried changing the IP address of the 2016 server to the IP address of the 208 server and changing the scope strings to see the IP of the new server. Neither one of these have worked.
Any suggestions would be really welcomed.
 
I don't know enough of the setup myself but you have IIS set up similarly?

So many issues and not enough time to address them all.

I tend to stay away from IIS. Even if you have to use a windows box I would load Apache. New IIS won't do anonymous WebDAV for backups. If you search you can find some PHP scripts for this. I also prefer the logging on Apache. Very easily see who is pulling what.

If using HTTPS phones must have the CA cert/chain so you need to get something running on port 80 to download the certs using the TRUSTCERTS value in the 46xxsettings.txt file.

The last 2 lines on your trace show a 500 server internal error so you seem to have a problem with the IIS server itself.
 
^ this. Apache is much easier. I moved many years ago from a crazy IIS/PHP setup to Apache. The Apache setup was easier to install and simple to maintain. There are many Apache packages on the internet for free. Setup the WebDAV and you're done.
 
not being much of a server guy where do I get Apachie? and where do I put my files?
