Which is better for a 64bit Server:

Windows Server 2008 Standard 32bit & 64bit

or

Windows Server 2008 R2 64bit
 
I think you answered your own question. All newer servers support 64-bit OSses. Now with that being said, Windows 2008 in its 32-bit incarnation no longer exists. It's either Windows 2008 R2 or Windows 2012 that are the current versions and both are 64-bit.
