Windows Server 2003 R2 "Storage Resource Manager"

Anyone out there know if "Storage Resource Manager" is included in W2K3 SP1 and if you have to upgrade/install Windows Server 2003 R2? I want to make use of the extended functionaility of Quota management where you are able to limit down to folder level, obviously not part of W2K3 but just volume level? Thanks
