Windows Server 2000 to 2003 Upgrade/ Exchange 5.5 to 2003

Hello. Looking for some advice. I run a small 3 server network running Windows Server 2000 SP4 and Exchange 5.5. I am going to upgrade to Server 2003 and exchange 2003 and I am looking for which to do first, the Server OS or the Exchange Migration. Any thoughts would be greatly appreciated!

Exchange first. Exchange 5.5 will not run on Server 2003.
