Windows Script to update a file

I am trying to find a sample of a script to check the "last modified date" of two files and if one is more recent then overwrite the older file. I have checked Microsoft's site and found some examples of scripts that do something similiar, but file A is on the local PC and file B is on a server. Can this be run from a logon script or does it need to be part of the application at startup?? The application is a MS Access database if that makes a difference.
