Windows restart and process monitoring

Hi All,
I have a HP openview NNM collection station on Windows 2000. I have a requiremnt to monitor windows restart and processes and generate a SNMP trap to the management station.
We do not have HP Operations. Is it possible to do it without using HP Operations. Are there any other cheaper third party software available?

Parnav,

You can use an external perl script/batch to monitor the status of NT services.
There are some interesting utilities for this purpose in the sysinternals.com
site.

Another option is to use WMI and get the services status via vbscripts.
