The problem may be with standard.

Prior to V.90 being ratified two standards came into play X2 and Flex. ISP's normally supported this by having one number for X2 modems and another for Flex modems.

It appears you have a pre-V.90 modem. During that period some modem manufacturers offered a free software upgrade to the new standard when it was ratified.

1. If this is a flex modem, has it been upgraded to the V.90 standard? If not, and it is possible to do so, upgrade it to the V.90 standard. Then try connecting to your ISP.

2. If the modem is not upgradeable to the V.90 standard, you can attempt to find an ISP who still supports the flex standard and get their Flex modem number.

3. Procure a new modem with the V.90 standard.

NOTE: If broadband is availble to you, I would consider it before buying a new modem.
