Windows Protection Error. You need to restart your computer

Hey Everyone...

I'm trying to do a clean install on a computer using Win98 and I get it installed and it restarts for the last time and then gives me the above error... I've tried some of the solutions through microsoft but nothing is working and also when I try to do the following solution...
Windows 98 Starts in Safe Mode
If Windows 98 starts in Safe mode, step through the startup process to see if any devices do not load properly: 1. Click Start, click Run, type msconfig in the Open box, and then click OK.
2. Click Selective Startup.
3. Try different boot options. The following table lists several startup options. The options are labeled Boot A, Boot B, Boot C. To use a boot option, click the appropriate check boxes to select or clear them. Follow the instructions below the table to determine the cause of your problem.

I'm unable because the Process Config.sys, Process Autoexec.bat file, Process Winstart.bat file... are all grayed out with nothing checked... Why is that? Oh man I'm going nuts working on the system... Need help before I go CRAZY... PLEASE.... I know it's not the HDD because the HDD that came with the system into my office was Dead so I put in a new one and that didn't work and so on and so forth....

Compaq Presario
2.70 Ghz (MS-6577 Ver. 4.1)
256 MB RAM
 
Windows 98 does not require config.sys, autoexec.bat, and winstart.bat to run.

Do the following troubleshooting steps to find the cause:
