Windows not maximizing when attempting to open them for the firts time

Here is one I hope to resolve. I have a laptop running Win XP and when I attempt to open a program, (Outlook, IE) it immediately goes to the minimize state in my tool bar at the bottom of the screen. The only way to resolve this issue is to right click the program, choose restore or maximize. Any reason as to why the program will not open in the expanded mode?

Try having say IE open in windowed mode (open, but not maximized), close it, then re-open IE, it should then open the same way as when it was closed. If not, then I'm out of ideas.
 
Right click on the shortcut and choose properties, make shure run: Normal Window is set and not run:minimized. Only thing I can think of.
