Windows ME Winspool.drv missing

When I press Start/Programes, the screen goes black and I have to reboot.
If I try to open a programme from a desktop shortcut, I receive a message "Can not find Winspool.drv.
I tried to open a video edit programme and a message appears "ActiveX v8 not installed, previously this programme was working OK and I had installed ActiveX 9b.

Before this occured, I had installed a few programmes continuosly, rebooting between installations and did not try to open any programme files, so not sure what programme caused this to happen.
I then tried to uninstall some of them from Control Panel, add/delete programmes, it would not allow me to do it.

I tried to reinstall Windows ME from DOS, when at about 68% through installing files, an error message appears and I have to reboot. This was tried 3 times with the same result.

From what is happening at present it appears Winspool.drv is causing the problem, how do I locate Winspool.drv?

I would appreciate some assistance.

Sure sounds like a virus problem. Since you have already run the windows setup, I recommend a format and then reinstall windows. Make sure you have a backup of all data.

From a windows 9x boot disk, boot, then type the following commands...

format c:

sys c:

Now, reinstall windows me.

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
