Windows ME security settings-Microsoft Money will not work

I have used Microsoft Money for the past year (Money 2001).
My OS is WinME. I tried to open my Money file yesterday and got the message that "Money cannot open or create any files due to the Windows Security Settings". Nothing has changed that I am aware of. My system is a 1 Gig Athlon T-Bird with 768 meg RAM. I have a DSL connection with a Cisco External Modem. I have done all of the troubleshooting for Money and WinME that I can and that has not corrected the problem. Also, I tried to do a "System Restore" and found that feature is disabled and when I try to enable it or start it, the computer crashes.
Meanwhile, I am trying in vain to reconcile my checkbook the old fashioned way

error message:"There is a problem with your Windows
security settings. Money cannot open a data file or create
a new file.....To resolve this issue you need to re-
register the Windows Cryptography driver" by locating the
path to a file called "rsabase.dll" (which I found). The
message then instructs to enter this path in the run box
under the Start Menu as follows:
regsvr32 C:\Windows\System\rsabase.dll
....
microsoft.public.windowsme.general

Have you verified that your browser has 128-bit encryption? You can check
this from within your browser under Help, About.

Hi Smitee,
I have Explorer 6 as a browser and I have tried the "rsabase.dll" file protocol also, but it didn't resolve the situation.
