Windows Installer Error Message

I am installing software that uses the Windows Installer program. I get an error message "Installation Error 1603: General Window's Installer Engine error ... Increase Disk space in setup.ini"

I have tried installing on two different NT4 based computers, but I receive the same error message

- installing on an NTFS drive
- from the CD and not a network install

MS knowledge base does not provide any resolution on the problem.

Any clues?
