Windows Installer constantly opens on every app

I did a system restore, setting it a day back and I've found a problem. It's more just annoying.. Everytime i open an email, internet explorer, norton antivirus, or almost any app. it will prompt a Windows installer "preparing to install". This gets annoying because I've already marked the email Read, and everytime i click back on it, it will prompt this.

I have all necessary updates to windows
