WINDOWS INSTALLER CAN'T OPEN

Hi, my problem is that when I try starting Windows Installer, Windows shows:
"Can`t open service Windows Installer on the station"
Error 5:Access denied.

(No se puede abrir el servicio Windows Installer en Equipo Local)

I login with Administrador.

Help please¡¡
