Windows Installer 3.1 error

Hi.. Im trying to install Windows installer 3.1 on a Windows 2000 Server OS, but im getting errors: "The Windows Installer service terminated with the following error:
Access is denied." Event 7023. This error comes up no matter what i try to do, any ideas?
