Windows hardware interrupts

Two questions really.
Here is the situation - we have a legacy ISA card we want to port to Windows from DOS. It uses real hardware interrupts to schedule data transfers.

1 ) We have a choice on which flavour of windows to use ( 98, NT4, 2000 or even XP ), which is going to provide the best support/be the easiest route ?

2 ) Given decision 1 ) is made where to find the information to do the job ?
