Windows Global Settings

We have an issue with changing Windows XP global password settings for all of our users. Many users have thin clients and authenticate to a Citrix server, where their login is managed, on the network. We want to change the password settings in XP, however, we do not have a way to have a message pop-up on the thin client user screens notifying them of a password change. How can we avoid 100s of help desk calls when we make the change in XP? Any suggestions of how to push out the change keeping password security in mind would be greatly appreciated. Thanks!
 
Surely just using gpedit to tell the password to expire after so many days and letting them do it would be easier?
Ive never used citrix so if this makes a difference please ignor this.
