I have Windows XP and I found 70 folders (in Blue type) in my C:/Windows directory that look like this $NTuninstallKB46485$.
Are they safe and why are they in Blue?

Blue color.

Specifies that the names of files you compress or encrypt on NTFS drives appear in a color when you view them in a folder window. This does not apply to folders you compress using ZIP compression utilities.

In this case the window files are compressed automatically (I think).

If you don't like the color you can switch it off in Folder Options / View.
