windows file/printer sharing through vpn/router

Hello, the network here is behind a 'internet appliance' (instagate) connected to T1. The internal addresses here are 192.168.0.x. Our other office connects (I assume through VPN) and their computers have addresses 192.168.2.x. Now if I use a windows share 'hacking'-type tool, I find their shared computers (scanning subnet 192.168.2 for shares), but I can't browse to them (in network neighbourhood). Now I know that NetBeui is not routable, but it must be somewhat (netbios over tcp/ip or whatever) because I can if I use that tool to find them. Once I find them with that tool, I can install the printer (by double clicking it), but it's listed as \\192.168.0.x\printer instead of using the computer's share-name.
The other office connects to us via-terminal services and they use the database here, but need to print back to their office. So our terminal services computer needs to have one of their shared printers installed. It used to be installed by share-name and workd fine. They switched computers down there (the one that the printer was installed on), and now the printer is no longer installed (on the termserver). The only way I could do it is using that share-finder program and installing the printer as a \\192.168.2.x\printer. and it works, but it's a little slow. After connecting to the computer this way, I can then 'force' the printer to install by entering the computer name \\computer\sharename instead of browsing (browsing does not work) but then the printer gets 'lost' after a while.
I know I may not be making a lot of sense. This stuff was set up before I got here, and I don't totally know how it's all set up. I've never been to the other office yet, so I'm not entirely sure how that's set up either.

the term server is win2k, our server (active directory) is win2k, the 'internet appliance' is the firewall/mail server/etc. (basically just a linux box), and the workstations are win98se with just tcp/ip installed.
