Windows Explorer--doesn't scroll to show "New Folder"

In previous versions of Windows NOS's, when a user creates a new folder, the Explorer window would automatically scroll over to wherever it pops into the list of folders in the current directory. In XP, this does not seem to be happening for us--is this a setting we may have inadvertently tripped?

The "New Folder" appears, but is not active or shown if the number of folders already in the directory exceeds that which can be crammed into the curent view.

Do others see this as well? Does anyone know how to effectively change this if it is indeed a preference of some kind?

This might be an unintended consequence of the November, 2003 Cumulative Update for IE.

A recent discussion of similar problems due to this Hotfix: Thread608-707053

The only available workaround is to remove "Internet Explorer Q824145" but then you do not have the security hotfixes anymore.
